The Consumer Banking Sales and Support (CBSS) Flood Program consultant is responsible for functional elements of the CBSS Flood program designed to promote effective guidance and risk management that is systemic, transparent, collaborative, credible, timely and verifiable. Under the direction of the CBSS Flood Program Manager, this position will collaborate with CBSS Risk Management, CBSS Flood Management, CBSS business line Flood representatives, and business line management in areas where CBSS may be impacted by changes in products, processes, systems, industry trends, regulatory guidance, vendors or personnel to ensure ongoing Flood compliance. They will devote significant time to ensuring the corporate driven programs meet all applicable Flood laws and regulations. Foster understanding of how Flood requirements influence implementation of new or modified policies and procedures, systems, products, etc. Review and analyze internal and external regulatory reports and coordinate with responsible parties to ensure compliance with applicable laws. Monitor and follow-up on outstanding compliance issues and ensure timely resolution.

Position Responsibilities:

  • Keep abreast of FDPA / Biggert Waters and related laws and regulations, guidance and other regulatory and legal developments

  • Develop and oversee appropriate Flood policies, procedures, processes and systems to meet regulator expectations and protect the interests of U.S. Bank

  • Provide advocacy, interpretation, strategy and implementation support into business processes to minimize risk

  • Provide assistance with documenting the controls related to all relevant Flood risk, compliance with laws and regulations, established Flood compliance programs, internal controls and operational processes

  • Direct risk assessments, process flows, reviews, etc. with the goal to identify internal controls, gaps and gap resolution

  • Identify and communicate gaps, driving solutions in partnership with business line Flood peers

  • Review and assess risk associated with business, product and vendor changes

  • Advise, track, trend and support remediation plans on business line complaints and other identified Flood related issues

  • Monitor, follow-up and track the resolution of flood risk and control matters through the use of the corrective action plans and effectively escalating issues in a timely manner in accordance with the Corporate Flood Policy, U.S. Bancorp Issue Management Guidance at http://usbportal/sites/enterpriserisk/bwtraining/Risk Navigator/ORM Policies Charters and Standards/IssueMgmtProcessGuide.pdf , and U.S. Bancorp Risk Management Framework Policy

  • Foster cooperation and involvement from compliance officers, business partners, and management

  • Work collaboratively across multiple lines of business on reportable regulatory matters and compliance management initiatives

  • Support marketing initiatives, campaigns, advertisements and other internal and external published materials created to ensure compliance with associated Flood laws and guidelines

  • Contribute to regulatory risk management reports for stakeholders and senior management supporting communication channels and forums to appropriately escalate regulatory risks and issues across the enterprise

  • Perform other duties as requested by management


Basic Qualifications

  • Bachelor's degree, or equivalent work experience

  • Five to seven years of experience in an applicable risk management environment

  • Applicable professional certifications

Preferred Skills/Experience

  • Thorough knowledge of CBSS operations

  • Strong knowledge of Flood laws, regulatory requirements and consumer protection laws and regulations

  • Demonstrated ability to work independently and think critically

  • Must be able to prioritize work and effectively manage time and have the ability to manage change

  • Strong verbal and written communication skills

  • Ability to research and manage multiple projects and deadlines simultaneously

  • Detailed and task oriented

  • Ability to apply organizational skills in a wide variety of areas

  • Strong planning, implementation and negotiation skills
